Character Information
Name: Shizuri "the Meltdowner" Mugino
Age: Late teens
Fandom: To Aru Majutsu no Index
Appearance: Mugino is a tall girl with long auburn hair. She usually wears a yellow dress with yellow tights and high heels, always doing her best to appear to be a well-bred lady. However, she lost her right arm and left eye, so both have robotic replacements--these have no special properties unless combined with her powers, which she obviously won't have here. The eye is covered with a lacy eyepatch.
Here's her before she lost her eye and arm, and here's her robotic parts.
History:
Wow finally a history I can actually link.
Canon Point: Post To Aru Majutsu no Index 21
Personality:
Mugino is a girl that thinks of herself as a refined, well-bred lady. But while she goes out of her way to look the part, she seldom tries very hard to act it. She's loud, brash, and impatient, making her an intimidating figure that comes off as anything but gentle. When she was the leader of an underground organization called "ITEM," she ruled with an iron fist(though she did treat her teammates better than she does other people), often forcing her comrades to work under the worst of conditions.
While she may feign boredom or indifference, Mugino takes her work very seriously. There is no room for error in a job; she's harsh on her teammates and quick to blame any problems on them. When things go wrong, it doesn't take much for her to say she'll kill and replace them(and she seems to mean it--for example, she knew extensive use of Rikou's powers would kill her, but pushed her to use them anyway saying she'd just kill her herself if Rikou didn't). This is because Mugino is a perfectionist. She was described as "the kind of person that won't sleep until they get a video game 100% completed." Failure is not an option and if it does happen, she will either find someone or something else to blame it on, find some excuse to use to claim a victory such as saying that she at least gets to watch her opponent suffer, or make it her obsessive goal to defeat whoever bested her.
Mugino is condescending and unforgiving. She looks down on those that are weaker than her, and cannot stand the thought of being defeated by a lower level esper. When one of her teammates fled a battle of out fear and gave away their location, she cut the girl in half as punishment, claiming she was "purging" ITEM. Carrying the upper half of the body around as proof, she went into a paranoid rage and tried to find reasons to "purge" one of the other members, and showed no regard for another teammate that was dying, claiming that she could be replaced once she was "used up."
Mugino values power and her status as a Level 5 is a huge part of her identity. In fact, the main reason she finds to look down on people? Is their rank and power as an esper. Being the fourth most powerful of all espers, Mugino has plenty of people she can consider "beneath" her, which only makes her act worst. The idea of being beaten by someone in general pisses her off, but if it's one of the three espers more powerful then her? It's slightly easier to take, as spiteful and bitter as she'll still be towards the esper in question. But if she's been bested by a lower level esper...then that is practically unforgivable, because as far as she's concerned, she should be able to kill anyone less powerful than her with her pinky finger.
Mugino is also battle-crazy and obsessive. Someone she deems her prey will be stalked so she can find her chance to defeat them. Once someone becomes the victim of her obsessive wrath, she's not afraid to play dirty--kidnapping her prey's girlfriend and threatening to burn her genitals if he did not surrender himself, for example. She, in a way, fits the archetype of the yandere(and is actually canonically called one by a member of ITEM), falling for someone she marked as her prey(Shiage Hamazura) and claiming she would castrate him then have him as her own. She's deadly serious about him being hers and hers alone--she's killed people that were after him before because she believes that no one else should be allowed to defeat him. She's quite obviously extremely mentally unstable.
But beneath all this, there is a very, very small part of Mugino that feels remorse and doubts herself. When she finally confronts Shiage, she admits to regretting the mess she made out of their team. She seldom lets this side of herself show and will joke about how much of a monster she is without letting on that she is actually truly worried about it. She, at some point, came to regret killing the teammate she cut in half, but despite that still has the same anger issues. And even with all of this, she still does not necessarily want to be "good"--she still intends to do whatever she feels she has to to accomplish her goals--and at this point in canon? She never acts on this and continues to go about her business, still trying to get rid of her comrades for crossing her.
Game Specific
Suitability: Mugino already works for the "Dark Side" of her city, doing shady and often illegal things in Academy City's underworld. With her violent tendencies in mind, she's really going to have no problem at all here. In fact, she'll probably get...a little too into this kind of stuff. The chance to prove herself superior in battle? Bring it on! Gotta get that 100% complete and acquire rank 1.
Weapon: Mugino's weapon will be your standard crowbar. She's brutal and violent enough that something this crude is a good fit for her--even if it kind of ruins her attempts to be ladylike, it's not like she was ever very good at that anyway. Although she'll be very upset about not being able to use her powers, she's shown to be good at improvising with weapons--at one point, she sticks a screwdriver in a guy's ear.

Log/Third Person Sample:
Mugino had mixed feelings on Santa Destroy.
On one hand...a place where fighting and proving her superiority to others was not only encouraged, but the entire point of her being there? That was right up her alley. She craved battle with every fiber of her being, so this place had better deliver its promises and quickly. After all...she'd make anyone that let her down very, very sorry for that. Maybe they could get away with letting a lesser person down, but not Academy City's #4, not the Meltdowner. She would see to it that these UAA people kept their promises...or very much regretted not doing so.
And, if they didn't deliver...she'd just have to find something else to do to show everyone around here who and what they were dealing with. No one could match to her, so surely Mugino would the kind of monster none of had ever witnessed before...imagining the reactions she'd get out of all of these people she hadn't even met before was just too exciting.
However...
They'd stripped her of her power.
And that was one of the worst offenses she could possibly imagine. So, even if they provided an entertaining way for her to sate her battlelust...she'd have to do something about that regardless. She was sure she could still get along just fine with just the crowbar they'd provided for her--she could already think of a few creative uses for it--but her Meltdowner was...her identity. The 4th most powerful esper in Academy City was who she was, people literally referred to her with the name of her power.
She had to get it back. And as quickly as humanly possible. There was no doubt about that.
So...she had quite a few goals to keep herself occupied while she was here. Prove herself better than all of her opponents, regain her powers, and...of course, seeing if Hamazura was here for her to get her hands on. She could never forget about her unfinished business with him.
At the very least, this was going to be interesting.
