To Aru Majutsu no Index is set slightly in the future, in a world where the balance of power is signicantly different from our own. Religion has a huge political influence and the decisions of church officials can sway entire countries into action, and one of the major conflicts in the world is religion versus science--and as an extension of that, one between the powers they have at their disposal, magical ones and scientific ones respectively. As Mugino is an Esper from the scientific side of the universe, I'm going to focus on that specifically.

One of this universe's major world powers is a self-governing state in Japan known as "Academy City." The vast majority of its population consists of students, but most of the world's top scientists also inhabit the city. Technology here is twenty or thirty years ahead of the rest of the world, and in order to keep their advantage they refuse to sell their best and newest advancements to anyone else.

Most of the students in this city are enrolled in what is known as the Esper Development Program. While the magic used by religious groups is a well-kept secret, it is public knowledge that Academy City can use its science to grant children superhuman abilities. Because of this, most of the schools in the city have research facilities associated with them.

Children who have had their brains modified by Academy City scientists are known as "Espers." One must become an Esper as a child for it to work, and even then the process has varying results. Powers are measured on a scale of 0-5; Level 0 Espers have no measurable abilities while Level 5s are the rarest(with only seven in existence) and most powerful. Every Esper has a fixed power potential that the city's scientists are aware of and have listed for their reference, but propaganda is put out claiming that with hard work anyone can improve and become a Level 5.

Regardless of what the power can do, all of them are based upon reality warping, usually through physics equations. All Espers have what they call their "personal reality" which allows them to do this, and their modified brains make them capable of doing the necessary physics equations to use their powers in their heads almost instantaneously. Their powers also give them what is known as an AIM field, with AIM standing for "an involuntary movement." The AIM field surrounds the Esper's body but from Esper to Esper will vary greatly in things like size. AIM and magic do not mix well--too much AIM in an area can prevent a mage from using any of their spells and performing magic is increadibly harmful to Espers.

The very public presence of Espers in Academy City has had a huge effect on it. Sciences are the most important subjects in schools as students are required to use it for their powers and even the worst students are far more educated on it than the average person outside the city. Those without Esper powers often grow bitter and have formed numerous anti-Esper "Skill Out" gangs. To the outside world, Academy City likes to appear as a scientific utopia, so it shoves all the unpleasant truths about it under the rug, and even the majority of its population are unaware of the unethical experiments and government sponsored shady organizations. Due to its public image, many children beg their parents to be sent there for school and one of its major social problems is parents enrolling their students and abandoning them in the city. Children orphaned in the city as a result of the latter practice are known as "Child Errors."

Academy City was founded by this universe's version of Aleister Crowley, who has managed to prolong his life. Rejecting magic, he created Academy City as part of his own complicated plan to create his own "artificial heaven" on earth. Crowley manipulates a lot of the goings on in the city as well as the rest of the world to help bring about this, and Accelerator is crucial to this. This is primarily because Accelerator is one of two Espers with the potenital to become a scientific angel. Due to this, his entire life has been manipulated by Crowley, though he is not really all that aware of this fact.

Personality:
Mugino is a girl that thinks of herself as a refined, well-bred lady. But while she goes out of her way to look the part, she seldom tries very hard to act it. She's loud, brash, and impatient, making her an intimidating figure that comes off as anything but gentle. When she was the leader of an underground organization called "ITEM," she ruled with an iron fist(though she did treat her teammates better than she does other people), often forcing her comrades to work under the worst of conditions.

While she may feign boredom or indifference, Mugino takes her work very seriously. There is no room for error in a job; she's harsh on her teammates and quick to blame any problems on them. When things go wrong, she's quick to say she'll kill and replace them(for example, she knew extensive use of Rikou's powers would kill her, but pushed her to use them anyway). This is because Mugino is a perfectionist. She was described as "the kind of person that won't sleep until they get a video game 100% completed." Failure is not an option and if it does happen, she will either find someone or something else to blame it on, find some excuse to use to claim a victory such as saying that she at least gets to watch her opponent suffer, or make it her obsessive goal to defeat whoever bested her.

Mugino is condescending and unforgiving. She looks down on those that are weaker than her, and cannot stand the thought of being defeated by a lower level esper. When one of her teammates fled a battle of out fear and gave away their location, she cut the girl in half as punishment, claiming she was "purging" ITEM. Carrying the upper half of the body around as proof, she went into a paranoid rage and tried to find reasons to "purge" one of the other members, and showed no regard for another teammate that was dying, claiming that she could be replaced once she was "used up."

Mugino is also battle-crazy and obsessive. Someone she deems her prey will be stalked so she can find her chance to defeat them. Once someone becomes the victim of her obsessive wrath, she's not afraid to play dirty--kidnapping her prey's girlfriend and threatening to burn her genitals if he did not surrender himself, for example. She, in a way, fits the archetype of the yandere(and is actually canonically called one by a member of ITEM), falling for someone she marked as her prey(Shiage Hamazura) and claiming she would castrate him then have him as her own. And she's serious about him being hers and hers alone--she's killed people that were after him before because she believes that no one else should be allowed to defeat him. She's quite obviously extremely mentally unstable at this point in her life.

But beneath all this, there is a very, very small part of Mugino that feels remorse and doubts herself. When she finally confronts Shiage, she admits to regretting the mess she made out of their team. She seldom lets this side of herself show and will joke about how much of a monster she is without letting on that she is actually truly worried about it. She at some point came to regret killing the teammate she cut in half, but despite that still has the same anger issues. And even with all of this, she still does not necessarily want to be "good"--she still intends to do whatever she feels she has to to accomplish her goals--and at this point in canon? She never acts on this and continues to go about her business, trying to get rid of her comrades for crossing her.

Abilities:
Mugino is the 4th most powerful Esper, with an ability known as "Meltdowner." She creates a beam of destructive energy(generally, it burns things) by putting electrons in a state between particles and waves. She can only create one beam at a time, and fires it from her fake arm. She, however, makes up for this weakness by carrying silicon cards with her to throw into her meltdowner beam to force it to split into multiple beams.

While her meltdowner is extremely powerful, she limits herself to prevent her own destruction, because using her full power would kill her and overdoing it cost her an arm.

I must say, you've all done a very good job here. I'm quite impressed, really...this is a very elaborate set-up. You even got a lot of the people here to buy it. Although I can't say if that's because you're good or they're naive.
